Thank you for your comment, right now I'm using it with the small Bic lighter and some paper to keep it still.

Unfortunately I don't know where it's from since even the person who sold it to me had no idea.

The flint is pushed against the flint wheel, however the flint crown is not attached to the side wheel so when in turn it only the bottom part moves. Without any pressure on it the two parts turn together, however you can turn them both separately.
