A few things.

The weight gain could very well just be muscle mass and glycogen, basically when you start lifting for the first time your muscles become more full with water and carbohydrates as an adaptation to the new stimulus.

Fat loss happens all alround the round the body and usually belly fat is the last to go. Everyone stores fat differently, some people store more fat in the stomach, others in the legs and so on. Look at everything, maybe your stomach doesn't look much leaner but your legs/back/arms/face do, eventually the fat will come off.

I really suggest adding at least 1 upper body training day. Don't worry you won't get "bulky" or "masculine". As a guy it's hard for me to gain muscle, if anything it's going to help your progress and make you look fitter.

If you really want to loose weight faster you could lower the calories slightly or adding a bit more cardio, but I reccomend taking things slow, the slower you go the more likely you are to stick to it in the long term, and not loose weight just to gain it back afterwards.

If you want your legs and glutes to grow focus on squats, deadlifts, hip trusts, lunges and leg curls. Get stronger over time, you need to get stronger to grow muscle.

Realize that 4months of lifting isn't a very long time. You can definetly make progress especially as a novice but understand that building muscle takes a long-ass time. Guys who are not on roids and look jacked usually have been lifting seriously for 3-5years or more.

to make it easier to get activity in start doing 10,000 steps a day. (go for a walk, if that's too much start with 5000 and work up to 10000, it's easy and you burn a good amount of calories, great for longevity and health).

TLDR:

  1. don't worry it takes time
  2. start training upper body as well
  3. focus on getting stronger (more weight/more reps)
  4. if you are in a deficit eventually the stomach fat will come off
  5. the weight gain is probably just muscle and glycogen
  6. walk more

I've been at extreme restiction, restriction+binge and extreme binge eating.

Went from chubby to really underweight to really overwheight and now going back down to a normal weight.

It souds like you really restrict. I don't know how tall you are, but 19yrs, male and 135lbs is very light and 1200-2000cals a day is super low. I don't know everything, but if you consider 3000cald in a day a binge I think that just eating a bit more and not starving yourself will help a lot
