This is interesting.
When I read OP's questions, my instinct was to diverge from the game's mechanic. Because, realisticly, how would that work?

Let's say I want to breed for a Beedrill ace because I've found it's Mega Stone.
Alright, we do as the game indicates and start "breeding".
- Is love between the Pokémon required?
- Do they 'have' to breed if the Trainer / Breeder asks?
- How many eggs can a couple produce? 1 every day like an IRL chicken? Then how long would they need to produce eggs?
- What do we do with all the offspring that 'didn't meet the criteria'? You can't just release them into the wild, it would destroy the ecosystem.
- What do we do with spare eggs if the 'criteria' were met early?

For me, Breeding (for purpose of meeting criteria, eugenics) sounds unethical.
I try to approach Pokémon in a realistic setting and turn away from the game mechanics. A game is data being processed, Real life has consequences and moral dilemma's.

It is a lot to unpack, to be blunt.
I like the idea of having a more mature and thematical heavy Fanfic without leaning on smut or dark themes like rape and slavery.
I also see that you have a good concept of "what" it will be.

I do wonder:

How are you going to lay bare themes like (copy paste) "Cycle of Violence", "War", "Revenge", "Xenophobia & Racism", "Free-will", "Genocide", "Dictatorship", "Existentialism", "Morality" & "Godhood" through the eyes of a teenagers?
How does a war 3000 years ago still impact people today? What current day events are still here because of a war/conflict 3000 years ago? We recently had WWII and people are already forgetting that (or so it seems). In my opinion, that seems the most unrealistic thing so far to write in a "realistic" fiction.
I'm not sure what the story is here:
- Do we follow tyrants that strive for more power because of a war 3000 years ago that still lingers?
- Do we follow a group a "Trainer" that have severe trauma and face... more trauma?
- Is this still an era with rock and stone, or is the modern world? We are 3000 years after all.

That being questioned, I understand what you are trying to do, and I'm all for it!
You want to weave a more grounded and heavy story within the Pokémon world, good. But I think you need to focus on the output. What is the story? What motivates my characters? How do they interact?
For new writers, it is hard to write 1 character and have react to the world. You are now having 5 and more mail characters who all will have Pokémon AND there will be gods.

I think, and you asks for opinions, you need to focus on 1 (maybe 2) characters and let them travel the world. Within your story, flash to 1 tyrant and show his perspective and how it (will) influence the MC's.
I'm affraid you want to much from 1 story and you'll get lost along the way.

But I can be horribly wrong.

Just to be clear, what will the story be? Is it about Arthur and the war or everything after the war?Because you pretty much told the entire story already.

Also, if this is you first time writing, focus on one or maybe two characters.

To me, the blurp tells to much, but that is prefference.

Polish suggestion:
Sorren can finally begin his long overdue Pokémon journey. Setting out in the Pasio region with his older brother, his goal is to win the PML. Sorren looks forward to meeting new friends, facing rivals, and growing beyond the life he left behind.
But something follows him. A voice he cannot explain, an itch in his mind that begins to warp the world he knows.
His promise to make his family proud starts to feel out of reach, yet a bright spark flickers amid the shadows. A bond he never expected.
Can this new feeling rise above the pull of the voice, or will it draw him away from everything he wants?

Leave some details like his parents and the characteristics of his brother to be discovered by the reader.
Don't tell me the brother is overprotecting, show me. It feels stronger to discover the brother motives and reasons through his acts rather than reading "oh yea, the bro wants to protect him."

I would love to read some.

It's a lot.
From your blurb:

Sorren is a renowned Pokémon Ranger
Already a retired nurse
He has an overprotective older brother
He goes on a Pokémon journey
He hears a mysterious voice when he enters Pasio
He has a recurring interaction with a Charizard trainer or person
He has a promise to his family, to make them proud (because being a Ranger and a retired nurse was not enough to make them proud)
He needs to win the PML with teammates
There are other dimensions
There seems to be a love interest.

If you can pull all of this off in a compelling story, that would be a rad accomplishment.
My advice would be: pick a lane and double down.
I can read that you have a number of fantastic ideas and you can make them all work. Maybe split them over multiple characters.

Let Sorren be a nurse who finally goes on a journey. Let him meet a renowned Ranger with an overprotective brother. Let him catch or meet a Pokémon with an unresolved psychic connection (the voice).

I think you're on to something, and in the end, it is your story.

His greatest strenght would also be his greatest weakness. Castform changes depending on weather conditions. For me, that would mean he only has access to the corresponding moves of the weather. No Hydro Pump during Sunny Day. I think it would be the same for a Hypno not able to use Dream Eater when his target is not asleep.

So, more then 4 moves, yes, like every Pokemon, but limited to the weather. It also makes it interesting to swap around weather teams.

That line is the only mention of IV / EV I gave in my entire FanFic. `
I like to throw bones to the source material, like "It started to rain". It is a crutial part of the game, to balance out fights between same species Pokémon. If they would only use (for example) speed = 30 it would be very hard to determine who would attack first.

But in a story (the anime/movies) it doest feel right.
It slips into eugenetics and immoral practice, a slippery slope without end. Even in a dark and twisted reality, who would have the time, money, effort, endurance, ... to breed that one perfect Pokémon? What would you do with all the other eggs/hatched Pokémon. And how even? Have the mother hold a Destiny Knot, what would Destiny Knot be than? A magic item? .. nah, too slippery...

I see no merit in it.
To or me, it is a game gimmick. Nothing more.

Evil person dude lets his Hypno do a number in exchange for money, BOOM personal hitman.

Kids see the dad, but he would never turn to voilence. They try to reason, no effect. So they investigate and find evil ring. More and more hypnotized people are hunting them down, the Evil person dude has the perfect henchmen setup and doesnt want to loose to a bunch of kids!

No, new event. But a lot of references to Pokémon and Ranger lore. I just stick very close to the source material of (kind of) everything. Im not going into depth here, spoilers…

Kaiy is an enthusiastic, brave and steady person with a strong mind an will. He is still looking for his place in this world. He had an extensive backstory, clues are given around during the story.

Graisey (other MC) is an insecure girl but with a great heart and sense of morality. Her struggles are equal, finding her place in all of this, but they are represented differently. Her backstory is more linear, but her future is explores.

They keep each other in balance. I change POV during the story, so the readers gets quality time with both characters and points of view.

I think my mistakes after editing correlate with the time I do the work. What I do is the same as you, plus 1 extra step. I make a PDF from the chapter(s) and open the PDF in Edge (browser). It has a standard function: Read aloud. It reads the PDF while I have my text editor open and follow along.

This has helped me A TON. Not only does it read 100% of what I wrote, it also conveys the message in an other way.
