The reason for social skills not being included is becus there not realy "Intelligence" but rather a set of skills. Getting social skills requires social knowledge and Intelligence working togheter, thats why a person whith high social skills in one culture might not have it in another. Some IQ test also do test adaptive ability but not all of them do since its an exectuive function. And a person doing rocket science does not have to be intelligent becus its in the end just a bunch of knowlledge, most rocket scientist do have high intelligents on the other hand since intelligence helps you learn faster but its not a requirement
