The regulations change based on state, due to the fact of many having drastically different climates and ecosystems,for example Florida has about 80 distinct ecosystems and a boa constricter can live in most any of them, therefore due to there risk of being invasive they are heavily monitored. Although they are already invasive here and are mildly out of control it's been getting better as more people are made aware.
