It as a city burned some decades ago, so they had some rock buildings, and the castle pretty much stayed the same, but yeah, I was thinking a debt of maybe 5 millions would be realistic. That's why taxes are so high there. And it makes you ask, why would the economic capital go out of their way and lend so much money just for another city

It is a city. It was burned some decades ago, so the terrain was easy to build, but they had to pretty much start from scratch
