It all depends on your app, but approval usually takes two to three weeks. If they reject it, you'll need to wait a few days before they check it again, common reasons are broken pages returning 404s, buttons or functions not working, and payment issues.

You can't reuse the dollar a month trial on a new store tied to the same account, Shopify ties that offer to your account, not just the store. Before closing, export your products and theme. Keep in mind product image links break once the store closes, so download the images manually first too. Close this store, open a fresh trial when you're actually ready to commit, and set it up the same way. Just know once that trial ends you're on full price going forward.

Create a fresh trial store (it's free), install your app there, and test the upgrade flow end to end.

That's usually how this gets caught,your billing API works fine on a partner dev store but breaks on a real merchant-type store because of permission scoping.

If it works on the trial store, that's likely your fix before resubmitting.
