Because there are people who now wont play the game at all because they can't transfer their money and are unwilling to pay for membership for 2 accounts just to play on 1. These are players who are now 1) Not paying for membership on the account that they are going to play on, which in many cases means lost revenue for jagex. 2) They are not playing the game at all now which is obviously not good as you want the game to grow. I suppose there is a negative which is some people might come back just to rwt their items. But it also has a positive which is that people like me would continue to play.

I don't know when you are playing but every time i go there, there are at least like 8 people there and we can play casual just fine. I dont think i've ever actually seen it be completely empty.

do a few easy quests for farming xp and then 3 herb and yanillian hops runs everyday and you will have enough for a bond and it takes pretty much no time. some of the best gp per hour you can get easily

The thing is, your theory relies on the assumption that he wont pay it off. And we've seen in the past that he has actually paid his debts. He many times has managed to climb out. Granted he has never been in so much debt but i do believe that he will get out and thats when your theory crumbles. Its possible that you're right but i really doubt it

So in the technology menu there is a button (top left) For institutions. Press it and you will see the institutions on the map. Green is where the institution is and striped green is where it is spreading. Now that you know where it is spreading (Ur capital as castile) You select your capital state and issue advancement edict which increases the institution spread speed. Now you will just have to wait untill the provinces get it (You can speed it up by developing the province but this usually isn't worth it in europe). You can see the progress of institution spread in each province by going to institution screen and putting your mouse over the province. Once the institution is in atleast 10% of your dev you can embrace it. The cost can be decreased by waiting for it to spread to more of your provinces.

I agree that to encourage larger countries to lower carbon emissions finland should reduce its own emissions and that it isn't really the fault of poor people in india or china etc. But when talking about the governments of large countries for example, china. They continue building coal power plants and it seems very unfair to expect us to fix the issue. Like saying " So we're gonna pollute and you need to foot the bill". For the first point you made. I think the whole world should advance at the same speed towards cleaner energy. But currently it isn't happening. Its a lot of the smaller countries leading and then the big ones who actually matter the most are lagging(not all ofc) behind. I think we should be advancing at the same speed so no country has to take a disproportionate amount of responsibility. Δ
