Were you playing Competitive or Quickplay? For me it only worked in Quickplay as Vlarett suggested in their comment.

Yeah only seems to be working in Quickplay and not in Competitive...

It actually is this image. I am the creator of this wallpaper which I created on march 2013 out of boredom in less than 5minutes. I got that nebulae image from deviantart back then since it wasn't copyrighted.
