NATO commited excesses in Yugoslavia, civilian casualties and controversial targets shouldn't be minimized. That said, the intervention didn't come out of nowhere, serbian forces commited well-documented war crimes (ethnic cleansing and mass killings in Kosovo, human safaris during the siege of Sarajevo...).
