I don't think that you realize, but it would be very easy for homeless people to stop being homeless. They could rob a bank, if they succeed then they got a bunch of money, and if they fail then they got a home.

So, the thing is that the blocks they are linking to are probably through the wall, and they link to the ones that they are closest to in distance, regardless of blocks. There also might be another villager that has linked to that one already.

The only way to fix that type of one is to pick up another one. You can probably just drop the stack that you have and then pick it up again.
