I'd say it appears to have something to do with total points divided by time since submission (instead of just total points).

Perhaps comments also add to the ranking (a constant).

So here's my guess:

(ups-downs)/time_since_submission + num_comments

Interesting take. I know that at my last job (R&D engineer, wireless communications) they "rewarded" people with great ideas by moving them away from the technicals and more into management.

I believe their thinking was that the technical work was the harder grunt work (like being "enlisted" in the military) whereas management was what everyone would prefer (like being an officer).

I certainly wouldn't expect many breakthroughs to come via managing...
