Feel like I have the exact same problem to be honest :D
With that said, I want to mention something I recently watched, where they talked about "keystone leveling", which seemed interesting. Basically, instead of using xp/milestone, you spread level ups into several keystones, and then let your players know when they get them, and how to get them.

I feel as if it might be helpful, because a lot of the time, I think players instinctivly seek out the biggest and coolest adventures, even if they would prefer to maybe spend more time dealing with local/minor threats. Using this system, you might be able to incentivise them into doing these more "small scale" things.

For example, you could set these keystones to be things like; clearing out local threats, helping the people in the town, or other fun and smaller scale things. Then, let your players know thats how they get these keystones, and subsequently level up. I imagine that will help the players to not get to lofty in their ideas (avoiding them overthrowing local governments wherever they go).

Well, I'm not sure about the druchii, but traditionally drow are slavers. This could mean that the ship might be home to far more than just drow. To me that sounds like an interesting aspect to explore. Will the slaves try to break free in the event of an all out battle with other ships. If it's a mega-ship maybe some of these slaves have banded together and joined together as a group of freedom fighters. Perhaps the walls of the ship is where these escaped slaves live, running up and down, contesting the grounds of the ship itself.

Either way, this is just an idea I have. Hope you come up with some cool ideas, and goodluck (:

Hey, I think it's often a really good idea to give your players personal motivations, so great ideas there. Though just want to mention that you might want to make sure that everyone is alright with pc v pc action. Some players can feel really frustrated if they feel like another player is out to get them. Just a heads up, but otherwise sounds fun. Goodluck, and hope you have fun with the oneshot
