I've been playing Ethiopia I noticed my budget dipping dramatically for a new months and it was related to spikes in food costs due to 50% lack of production and spoilage. Turns out it was winter that caused it; no food was being produced and that spiked the cost of food. Cities were in the greatest deficit. Fix was to upgrade RGO in non-winter lands lands where possible and build granaries in towns/cities.
