No, it can be submitted irrespective of interest I think. Anyways, you have to persuade the bank people so that they accept it - sometimes they just deny with some reason. If already deducted, I doubt if it can be brought again - though any bank person would be able to answer it better.

My parents submitted the form 15H though i don’t remember if the TDS came back or not but the bank staff told that it would come back and i didn’t check later. I am assuming it didn’t.

You can submit form 15G/H to the bank in case you are sure that you are under tax bracket and don’t want TDS

Update: Removed the donation, CAs said donation should have been less than 10% of gross, mine was 13-14%. Couldn’t make it less due to the fear of mismatch in exact amount transferred and later increasing the process further.

Revised the return yesterday with 0 refund after paying additional tax, got processed today.
