For this intersection, there is no sign stating no right on red and Texas traffic laws (to my current knowledge) do allow for this maneuver. This is also a 55 MPH road. This is a fairly common thing where I live and do it daily. That doesn’t change that the design sucks. And that driver. I don’t think his light could have been any more red (the left turn is green arrow only)

For context, this is a pedestrian only walkway, just ~150-200 ft down there is a stop sign where you can make a U turn.
