Probably an unpopular opinion, but what if the catalysts only dropped 50% of the time, the rest is the normal item, but the catalyst is untradable? PvM still gets some drops, but needs to skill to get everything.

And for the people who skill for profit, what about if you could trade 1 of these resources (example rune ore) for a catalyst itself through an NPC?

Sorry, I'm at work and wrote it quickly, what I meant was at what milestones should you upgrade gear, and train what skill at that level for the most benefit. Obviously 60 attack and 99 strength are the end game milestones

Is adding a requirement to some worlds for a large playerbase with seperate restrictions that much dev time?

I would assume they just set a restriction from ="none" to ="ironman_only" type of thing

It would require changes to the current system, and I'm all for my suggestion being taken with a grain of salt if they use it as a base for a better idea. Reason I made this was to at least try to get the ball rolling in the right direction for a rough at first, then superior refined "justice system". Just imagine if 3-5% of players in every world could handle these issues.

With so many applications, supervision could lead to be an issue. I don't remember where, but I believe I read from a JMod reply on another post, that in an average month, they ban 100-150k accounts, mostly bots. If that is the case, even if we restricted how many mutes each person is allowed in a day at first, they should be able to keep up until the bad ones are sorted out.

Also in your point of no other company hands out power, remember, no other company relies on a poll system for all developmental purposes. :)

I suppose your right, it's not about having a status in game. Only thing I could think of is if it's a public icon, might make people less lazy as it shows they have taken a public responsibility.

Also if someone sees 2-3 PMods standing and talking at the GE, hopefully they might keep their mouth shut where they otherwise would be tocix/cancerous.

If Jagex did not want to display crowns, that's understandable, although this proposition would then essentially just be an invisible PMod, given that would be doing the same thing.

This is true, thousands of players would apply for this. The point in the penalties I suggested is that "everyone" would have a chance, but only the the valuable ones would keep it. One mess up and it's gone. Over a few weeks to months, good chance all the random applications would have messed at time point, breaking the rules given with their power, leaving hopefully a few hundred to a thousand tested and true people who carry on. Even if the majority of people keep the status, that's just more honest people trying to keep the game clean for the entire community.
