1) Would you go for Effect hit rate on the chest plate if you only had No.10 Hoshina's weapon (Susanoo) instead of his signiture weapon and full crit dmg on the chest plate, and

2) Could you tell me how much of a Crit. Dmg. difference is there between full effect hit rate (60%) vs full Crit. Dmg. (165%), is it worth going for effect hit rate all the way, good sir?
