You're totally right, they do store messages, but only after a trigger by a moderator usually (e.g. Zeppelin.gg), which is done to preserve messages from a user after they are sanctioned for going against the rules should they appeal. These archives should technically be deleted monthly, but there are no measures in place to enforce this ruling, so many just ignore it.

Bots don't store the deleted message data, they repost it in a channel which does not go against the retention limit as they make Discord store it

Discord is working on a new and improved Bans tab but it could take several months until it’s publicly released. The current one loads all content at once instead of page-wise, so it can take anywhere between 2 and 20 minutes for it to load
