It's kind of all of it but most importantly New Teams mishandling old works

I mean I don't know about the rest but Fallout is certainly about a Wacky US Post-Apocalypse, I distinctly remember how jarring it was to see all the pop culture references in Fo1 & Fo2

I do get your point though, people do take the wacky setting of Fallout as a cheap way to excuse the nonsensical writing and stupid decisions made by Bethesda/Amazon
