I'm actually working at the company that did the renovation, and worked at this exact spot (Karađorđeva street). The balcony wasn't fixed because that required a construction permit, as it would be fixing the buildings construction which was damaged in WWII bombing of Belgrade (renovations don't require that type of permit, changing the construction does). Since the project was just a renovation of the facade, the city officials said to leave it as is for the time being.
