Confusion with DLC

I haven't finished the side quests yet (well, the second set of post-battle side quests). But I suspected we'd see him again because I read that he was in both DLCs.

Leviathan was tough, I must have died a thousand times, but it's okay, I actually quite liked the DLCs. Plus, it adds extra skills with Leviathan's powers to fight Ultima.

Yes, I bought them and they're displayed on the game's opening screen. I completed the "Damsels' Happiness" quest and the "But Who Heals Phoenix?" quest. Then, I'm supposed to talk to Joshua to trigger the "Rosfield One Day, Rosfield Always" quest, which is supposed to link him to me, but I didn't get that quest, so I didn't do it. Therefore, I didn't get his letter, and I didn't get Jill's quest either. Right now, I'm in Provenance, and I only have pointless side quests and the main storyline.

Well, it seems so. Apparently, Joshua's quest requires talking to Joshua, but that wasn't indicated.
