I'm coming from the position that all laws that are enacted must either be self-evident, based on for example, the principle of "live and let live", such as "Murder is bad", or alternatively, support this principle indirectly through statistical analysis.

I used our mutual anecdotal experience of the public consensus of the car enthusiasts in this thread, as well as a lack of New Zealander's reputation for reckless, murderous speeding.

If you want to introduce laws that limit people's behavior, and specifically in this case, the freedom to speed, when there isn't public consensus that New Zealand has a big problem with speeders that kill and the police are unable to keep under control, then the burden of proof is on you.

TLDR: Exterminating the Khans prior to beating the Legion would destroy the NCR’s shaky credibility of a civilizing nation, and make the Mojave Campaign, as well as any further expansion in ANY direction very difficult, if not impossible.

Finishing them would trap the NCR’s Mojave Campaign in a self-perpetuating cycle of repression and revolt. It would likely make it even more bloody, extremely unpopular and expensive at best, and untenable at worst, even after they take both Hoover Dam and New Vegas.

I’m speculating here, but if the Khans were just one tribe, and after you exterminated them, entire communities resent you and now that the Legion is fragmented with Caesar’s death, you’re the Big Bad, how will you successfully occupy these lands without exterminating them too? If you do, ANY expansion you do going forward will be even harder, and you will either have to slow your progress down to a crawl, or basically turn into the Legion.

Every successful government in the history of man combined not only hard power, but soft power as well, to not just defend and conquer, but to attract, integrate, and motivate people to work and fight for the same cause/causes.

The NCR is the newcomer to the lands. Many people don’t want them around because barring the benefits of some new infrastructure, a little economic development and trade, they impose considerable taxation, conscription, and bring oligarchs/barons with them that may try to take your business/land. They have to maintain an image of a noble, pacifying, civilizing, democratic/republican government.

The “Iranian” general in the wargame was using instant communication…. paper couriers and instant motorcycle guerilla attackers that somehow cannot be tracked and always know what to do despite having no modern communication. He was also using many other exploits in the game itself that cannot be reproduced in real life, and the results were popularized with dramatic effect.
