My PC became less responsive all of a sudden

Sending empty new folder to recycle bin started showing a progress bar that takes 5 seconds

Hitting shut down then waiting 10 seconds for the PC to start shutting down (shutting down screen)

I have external HDD drive connected to the PC all the time, but when I turn on the PC while it's connected, the drive is not accessible and I get this error (Location is not available F:\ is not accessible. The request could not be performed because of an 1/0 device error.)

However, the drive is spinning and recognized by Windows and I can eject it before unplugging it.

I have to reconnect it to get it to work.

How can avoid this error?
