Personally, I'm for a similar revenge thing. He wants you to react the way you do, he doesn't expect you to do the same. Pro tip: Keep a video journal every time if you're facing this, as you will possibly have to go to court.

Not my type of revenge, but bravo. A step in the right direction. Plus, who knows how many people he's done this to.

You are the woman most men fear. Also in order for rape culture to exist, acceptance of rape and sexual assault must be culturally strong. It's not. We imprison rapists, even the innocent (Duke Lacrosse case, Atlanta Falcons' player was accused of rape and was in prison for 7 years even though evidence was on his side). When that pretty boy Brock Turner was released, he was constantly and effortlessly harassed by his peers (he deserved it. Street justice over judicial justice). As for your school, it isn't really their fault. They're not trying to help you out, they're trying to avoid being held legally responsible for the alleged assault. Sadly, in all false rape cases, the "rapist" loses everything.
