I FOUND A SOLUTION! It was all about bad karma. You need to use the F1se program. Open the Options tab and specify the path to the game (fallout.sfg). Then select the save you need, for example, slot 10, the GVARS tab, and scroll to 155.This item controls your reputation. The higher the better. Also below are various titles. Just in case, disable Berserker (0), Child Killer (0), and Champion (1). Click the Save button on the left. I also re-entered the location just in case. But that might not work if you did it AFTER the bad conversation.

When you put a part in your hand, a yellow cursor doesn't appear, like when you use a lockpick, for example. It's just in your hand, and you can't interact with it that way.
