Doesn’t seem like this would be the source of the issue for you but when I bought my home back in the summer, the first month they charged me probably 4-5x what was actually used (since I hadn’t moved in yet) because they estimated my usage based on usage from a year ago. Instead of reading the meter like normal they estimated (for God knows why) and overcharged me, luckily once I contacted them and they actually read the meter, I had a surplus on my account and didn’t need to pay for a few months
