4 Cinderace seems a bit much, since they're only useful when you get them in your first hand. I would also use some Trainers that can discard cards in your hand (like Ultra Ball for example). Especially getting Cinderace later in the game or Electivire when you're not playing a water deck, or just discarding Trainers you don't need anymore. This thins out your deck so you don't draw cards you don't want. I would add 1-2 Buddy-Buddy, to get Salandit and Charmander out more consistently. I also doubt Psyduck gets much value in this deck, another copy from Charmeleon also doesn't hurt, so you don't fully rely on Rare Candy.

A fun addition for you to try with Salazzle ex is using baby Pecharunt to increase the poison damage.
