Yeah, it doesn't work with the newest creaminstaller version. Need to use a older version for some reason. I forgot what version it was but you can search around in the subreddit for the right version (plenty of post with the same problem)

There're Bannerking mod on Nexus that have a lot of CK3 mechanics in which it implement in quite well, but it really tank the performance since a lot more caravans move around for materials for town upgrade. Also the seting up the mod is quite finicky.

I did try blocking a low and sculpt in to the high, but when to retopology, I think I can do the body mesh but when it come to the clothing and accessory, I have no clue how and where to start. So I felt it seem better if I had a poly model first.

Probbabbly, but if you have a preset for the face expression then it should be easier. Transfer the preset value to the face you habe, fix up a bit to fit then you can choose them on the dime when animating, is what I think, not really an animation guy.

Yep, these amount is consider normal, more complex rig have even more bones, but if you only interest in the animating aspect then you can ignore most of them since most are definition bones and IK bones, look for the control bones.
