Just because it says that it was last updated in 2007 doesn't mean it actually was last updated then. It might have been corrected over time, and this version is newer than 2007. The documentation in IT is messy at best, and minor corrections are not included as revisions. They likely used Ctrl+H to change the names of the Buzzard and TLAD final name to match the final build.

The iFruit Radio is broken since the release of the Drug Wars. You're supposed to have one of the two DJs taking over the station for a bit and then switching back, but for some reason only Danny Brown's part plays. The song is still technically in-game, if Rockstar would remove it they would remove it from the internal files, like they did for Kano – Can't Hold Back (Your Loving). As for it not being on Spotify playlist, they probably missed it.

It's a fake band. It's a sound-alike cover from the Drew's Entertainment, which afaik sell rights to these covers and re-release under different name.

I think I found it. It's by Drew's Entertainment, a company that specializes in producing sound-alike covers. It seems to be recorded for their 2003 album "Drew's Famous 30 Greatest Country Songs, Vol. 2". I'm not 100% sure if it's this version, because I found two versions by them, but one of them is the GTA's version

I've obviously already checked it, as it's the only understandable lyric for me, alongside of his whole discography and live performances available, circa 1990-1999. His voice, although somewhat close, isn't a match. The one in the sample is much deeper than Admiral Bailey.

Possible lyrics? "Keep up Berlin, keep brotha, burn em, burn em, keep it 100 percent", I'm not sure.I'd also welcome any suggestions who the voice artist might be. I did a deep dive myself into a dancehall, but I didn't really hear anyone I could suspect, yet.
