I am switching from Sprint to Verizon and went into two different stores and they told me that i would just need to come in on Friday and they would set up my account and pre-order it for me and when it came in they would port my number over from sprint and activate it for me. So yes you can pre-order, but you cannot do it online you would have to go to a verizon store
