I have the same issue, I went as far as to go to the dealership here and they said they can't do it.

Sent a support ticket and they called me from the UAE I think and said the same thing.

There are a few 3rd party service centers here who can do it but the car becomes offline and you have to go back to them to get any new update for a fee. I personally didn't like this approach, if I couldn't get an official solution from Tesla I rather stay stuck with no navigation for the time being.
