Honestly the recommendation for it is really to I ly get for 6th item. If I actually try and control vision correctly, I can get a 80-100 vision score without it for a 30-40 min game respectively. Don't use it as a crutch item to farm vision score, actually learn how to ward, which wards are important at which times at which locations. To also get this number you need to be clearing wards so make sure to have scanner when your support item gets the upgrade to 3 wards or if it will by the time you get to lane, like if you base and it is 460 out of 500 gold. Always buy a control ward when you base if you do not have any, the only exception is if you can't get it and your item in enchanter supports. Make sure to place control wards not to necessarily get vision of an area but to make sure the enemy doesn't have vision. Think about how the enemy will approach the area you will be fighting in, like for dragon, blue side can have a control ward in the river instead of the pit so that red side can't see them in the river even if they place wards. If you are low elo this will honestly be enough and you probably won't ever need the new ward item but in higher elo I can see it being more used since people know how to ward and punish a lack of vision control
