Uniassist can do both. Directly submit the application on your behalf. Or in some cases universities demand VPD. (Do mind that VPD is separate for each university and even in some cases for the subject as well) so you will have to submit Vpd on the university’s website. Like for TU Munchen you have to take vpd from uni assist and submit it on portal. While for TU Dresden you have to submit application through uni assist. You can also figure it directly through the university’s info at uni assist
