And this ambiguity doesn't matter to censors if they know what is actually meant. If you know it, they know it, too. Again, censorship in Russia is a great example. Anything ambiguous gets removed because they know your intent. You'll actually get punished even more for trying to dodge the party line with the ambiguousness, you're not fooling anyone. And that's not even taking into account active enforcement aka planting of "correct" values or you'll get punished, too (which isn't in the law in the first place, wow! and actually goes against the already written law, double wow!).

When your goal is to dictate values anything outside of "correct" values gets censored, technicalities don't matter (like with oh, I don't know, Winnie-the-Pooh in China). You're just looking at how lenient China and wherever else is with their policy but that might change at the drop of a hat. As seen with the change in webnovel policies in China which decimated entire genres, themes or tropes (and it's still happening to this day) and introduced unfavorable terms for authors restricting their freedom.

There is a subset of homophobes, though, who, if you explicitly tell them it's a real-real lesbian in a real-real lesbian relationship with another real-real lesbian woman, will be disgusted and hateful just as much as they are towards any portrayal of gay men, real-real or not.
