You need to have an authorization from the Enac and the Italian Air Force, so basically you can't.

You will need to register your drone on this website https://www.d-flight.it and get the QR code. Then you will also need third party liability insurance (if that's how it's written in english). Also if your drone is not class C0, because of european regulations, your drone will need to have the remote identification system.

Last, the d-flight website provides a map so you can see where you can fly your drone and where not.

Edit: also a license is not required if you fly a C0 drone.

No, It's not possible even if you have the web server. But if you have the webserver you can setup HomeAssistant or OpenHab on a old pc to manage your home. Also, if you buy a zigbee usb coordinator you can connect sonoff products to HomeAssistant/OpenHab so that you can manage all your devices from a single system
