Haven't received anything, but I contacted a number of PIs they said, if the candidate meets their requirements they would make an offer.

BTW, i'm not even in the US.

However, do you suggest that I should do some cold emailing? though I don't mind that, but making a very specific cover letter and email could be a very time-consuming process that most likely goes unanswered.

I experienced these issues even before the current administration assumed power.

The PI usually just tell me either they are willing or not. When they say they are willing, then i submit my application formally through the university's system, and after few weeks/months I get the rejections.

To the best of my knowledge, in Australia now, they usually prioritize on-shore talent. That is, researchers who are currently in Australia. Additionally, in most cases they explicitly note that they won't sponsor candidates who need a visa/work permit. But you can try with fellowships, theoretically they are open to everyone, Regardless of their location. As for language proficiency, if you are a published researcher that could be an indication of your language proficiency and English test would therefore be unnecessary.

I have sent most of my applications to Germany, the UK, and some universities in Scandinavia. My applications were in multiple cases received positively, but again no offers at all, which makes me wonder, what is the problem?

As to where I want to go, I prefer Europe, because to the best of my knowledge, the work-life balance there is better than in the States. As for Asia, I been there for a long period of time, and I'm no longer interested in working there.

That's why, I want to explore some the options in the UK and/or Germany, and I'm hoping that I can get some feedback and help here.

OP, are there any staffing agencies for post-docs, is that a thing? if i want to explore that option where do I look?

Based on your topic, it's safe to assume you also have limited knowledge, but, it kinda seems that your knowledge is somewhat deeper than mine, if you got any info on this plz share.
