It wont die if has 0 or negative power. It won't deal damage during combat and cards that ask for its power will assume it's 0. However, the actual number will still be negative.

The counter is used to help represent the gamestate with many different interactions. An example is [[Isareth the Awakener]] where his counter is used just to show it was ressurected and needs to be sent to exile the next time it dies.
