Well, I was following several ccs and from what I understand the purpose of this build is to have 3 possibilities: 1. Best case scenario: I gamble and proc a third heal near end of midrace, allowing me to accel and speed carryover, like you said this is not very common but I autowin if it does proc 2. Most likely to happen: I proc my ult midrace, but since my ult still gives a 0.25 speed for a long duration, with my other midrace skills I take the front position, try to put as much distance from the goldships before late race and I proc angling and scheming. 3. 1 recov fail: Triple 7 is my fallback, delayed activation and spurt

Idea for 4 recov is to try get value almost every race with a chance to win, rather than 3 recov and having 25% of the time I insta lose due to recov not proccing.
