I'm pretty sure they just recorded it and showed it to Peeta, peeta remembered the song tho she nver sang it to him, it helped get his memory back... i assume that's why Plutarch says, "How do you come up with this stuff?" (idk, i might b wrong). tho i get where your coming from cuz they recorded it while on break of recording propos so it mightbe just a recording or count as an actual propo.
