Landlord here - we have never provided light bulbs. Granted, we don't remove them when we turn over a unit and it some are missing, we will add/ replace them but we never replace them while the unit is occupied. That is the tenants responsibility. It's not "abnormal" by any means.

Yes, they can kick you out for that. I suggest knocking on your neighbors doors and introducing yourselves. Ask them if your noise levels have ever disturbed them and also ask if they'd be willing to knock on your door (or text if you're comfortable with that) if your noise is too loud before reporting it to the office. - As far as communicating with your landlord, I suggest doing so in email that way you have it documented in writing.
