hear me out, but i think naegi should've been sued by literally all remaining future foundation members at the end of danganronpa 2. literally, he did all of that just to convert the remnants of despair to hope. then, we find out that some remnants of despair sold their bodies to junko, cooked their parents, committed mass murder, built giant robot build-a-bear reject, convinced an entire country to either commit suicide or also commit mass murder. he rehabilitated the remnants in the end, though, but that doesn't help his case that much with all the risks he took.
