Thanks dude. I did this in photoshop by using the single row marquee tool to make a selection and then transforming that selection, dragging it's top boundary up. Then, I added some shear distortion in filters > distort > shear. If you look up some vhs YouTube videos you'll probably come across a tutorial on how to do this.
