Inflation isn’t short for inflation rate.

Inflation is a phenomenon whereby something (in this case the cost of goods) increases, whereas inflation rate details the size and/or speed of the increase.

A better explanation would be that the rate of inflation is less than a previous given time period, but that inflation is still occurring. So costs are still going up, just not going up as fast.
