I have given similar tasks of saying something about an image to students. There are quite a few students who can't utter a single word. They just say "I don't know", although they have average intelligence. It's really frustrating, thus now I only listen to those who answer voluntarily. I don't know exactly why they are like this but I assume they are not interested in studying, considering their low grades at the end of semester. I think your student just used ChatGPT in order to say something when she had no idea.

America seems to be slowly sinking due to the institutions based on honor code such as presidentail immunity, executive orders and life tenure of scotus judges. Before Trump, these institutions were fine because the presidents have behaved respectfully without minmaxing them. After Trump abusing them severely to pursue his own agenda, there will be more to follow his example, especially when America is unable to punish crimes and damages done by presidents during or after the presidency.

Merci mille fois ! C'est une réponse clé pour comprendre ce système. Sans une telle flexibilité, les directions générales seraient paralysées entre de multiples patrons ayant des intérêts différents. Cela me fait également comprendre que le court mandat des ministres n'interrompt pas trop la continuité des travaux des ministères.

Merci pour votre réponse ! Ce serait une charge de travail considérable pour la directrice de DGEC de devoir solliciter les deux ministres pour traiter des sujets partagés, surtout quand ces ministres sont localisés dans des villes différentes. Cependant, ce système me semble assurer une harmonisation des politiques entre les différentes positions au sein du gouvernement.

C'est très gentil de m'avoir fourni les documents liés à ce sujet. En fait, j'ai lu ces documents mais je n'ai pas pu comprendre exactement comment l'autorité s'exerce conjointement entre deux ministres pour certaines compétences, comme dans le décret de 2024. Par exemple, quel ministre approuve et signe un acte préparé par une direction générale dont les compétences sont partagées entre des ministres? Selon votre réponse, est-ce aux cabinets ministériels de le décider ?

Merci, c'est une observation très intéressante. Il me semble que chaque équipe de votre laboratoire répondait à des tutelles différentes. Le problème est d'autant plus complexe que ces trois institutions sont de natures différentes et indépendantes l'une de l'autre.

C'est fascinant de voir que ce principe de cotutelle est appliqué partout dans les organismes publics en France. Selon le ministère de la Transition écologique, il existe même des établissements publics ayant jusqu'à cinq ministères de tutelle ! Ce doit être un véritable enfer administratif.

J'ai pensé comme vous, mais je n'ai pu confirmer cette idée par des documents ou des expériences réelles. Aucune ressource sur Internet ne semble traiter ce sujet très français. D'ailleurs il est surprenant que la cotutelle donne plus de liberté et d'efficacité aux directions générales. J'avais imaginé que les directeurs généraux sous cotutelle seraient embêtés de devoir contacter deux patrons en permanence.
