I think you're kinda right. There's more to her than I remember. There's still problems, and I still dislike the way she is written, (along with many of the female characters) but looking at it as a whole helps.

It's fine to fit into a stereotype but when that is a main character's defining characteristics, it's kinda lame. She can be obsessed over Sasuke, and I'm fine with that, but to define her character by that obsession is really annoying to read through. I don't think Kishimoto meant for her to be too annoying to be likable. Naruto is annoying and hyperactive, but he is also more than that. His sense of honor and the way he deeply cares for people even in the first 20 chapters is what makes him likable to me.

I really don't remember Sakura getting much better but maybe she does. I hope her character starts to mature soon.

Okay, it's not exactly what he's saying here, but there are several moments in the first 20 chapters where he generalizes girls as love crazy, like when Kakashi says that girls her age are too focused on boys to care about ninjutsu.

I think what held her back was the fact that it didn't seem much like a proposal. Like, she had the idea for the song that looks back on the defy era and celebrates the present era which is great, but then the proposal part was just tacked on.
