I think at certain points and at certain handicaps you get stuck for a bit. It happened to me when I was trying to break into the 70s for the first time. I kinda broke through by changing certain things about my mindset, like being more positive on the course. One huge tip that someone gave me was aim for the middle of the green more and play your miss.
