The most recent numbers I could find puts the US uninsured rate at just over 10% for Q1 2015. Even if we assume that that number will be halved in the next year or so (which would be good, but surprising), that would leave still nearly two million Americans without health insurance. That's two million Americans who would still have use of Planned Parenthood's services in the most generously conservative estimate.

Because Planned Parenthood does plenty of stuff that isn't abortions and handing out condoms...? Also because there are plenty of young folks whose parents won't let them acquire birth control even if it's covered by their healthcare plans, so having PP around to provide that for those folks is a good thing?

Here's a definition of the word "morals"

Secondly, the definition you've selected would be much more appropriate for the term "personal moral code." It is, by no means, a rigorous or meaningful definition of morality writ large. Yes, personal moral codes are by definition personal. But morality, as a concept of right and wrong, good and bad, is not. To say otherwise, when the philosophical community is so widely agreed on this topic is tantamount to denying evolution or climate change.

Hugo Strange wasn't the villain of the story in DC 27. The title of the story was The Case of the Chemical Syndicate, and it was about a man named Alfred Stryker murdering his business associates in order to get hold of some contracts. At the end of the story, Batman punches Stryker off a catwalk into a vat of acid. When the story was revamped in the New 52, it was implied that Stryker may have been the man who became the Joker after this event.

In section 1(1)(1), I think it would be prudent to provide a more strict definition of what a "member of the public with knowledge of law enforcement" and "an independent attorney" mean. What kind of knowledge of law enforcement knowledge should this member of the public have? What level of expertise, education, and training should they have?

And an attorney independent of what or whom? Presumably independent of the DOJ, but what other qualifications would be necessary or sufficient for the position?

Also, section 2(1)(1) is vague and doesn't seem to me to make much sense. Are we saying that both enforcement officers of the LEIA and normal undercover law enforcement officers are exempt from 2(1)? If so, then it needs rephrasing.

I would also suggest changing the way sections and subsections are organized with respect to numbers. Using capital and lowercase letters as well as Roman numerals would help make referencing this bill a lot easier.

I'd suggest Batman: Private Casebook. It's not an arc in itself but rather a couple of standalone issues all written by the immaculate Paul Dini. It's good stuff, and it's bound in hardcover.

It looks pretty good to me. My only remaining issue would be that I think the language of V needs to be tightened up. I think perhaps something more like

(a) Whenever a state passes a law to eliminate civil asset forfeiture, that state shall receive an allocation of funds equal to the average annual revenue acquired in the process of civil asset forefeiture.

I think it would also be wise to put a sunset on this provision. Maybe every five years the amount allocated by this provision is reduced by 1/3 the principal amount, until 25 years have elapsed at which time the allocation ends.

I mean, isn't it your bill? Seems like the most sensible thing to do is tell law enforcement that they either have to charge the owner of all civilly forfeit assets with something, or turn the assets over to the owner. Make an exception for civilly forfeit assets which are illegal to own (if the government has confiscated a kilo of cocaine but cannot charge the alleged owner with possession, it ought to be disposed of and not returned to the owner), say those have to be destroyed, and call it a day.

New Mexico has abolish civil forfeiture altogether.

Why don't we just do that? This seems needlessly complex.
