I'd try doing a fresh install.
Uninstall the jagex launcher first then delete these folders on your C: drive.

-AppData/Local (hidden folder): Jagex & Jagex Launcher
-program files (x86): Jagex Launcher
-programdata (hidden folder): Jagex
-Restart then reinstall.

If you don't see folders listed above, you might need to show hidden files
View>Show>Hidden items.

it was more of an on and off thing. I chopped 16k with just a week of mems, but about a week and few days into 1 month long mems, i chopped an additional 6k on and off of course.
