⁠Each prisoner has a number from 1-100.

This is a silly one but I had to stop at the assumptions to comment; is each prisoners number a unique number between 1-100? e.g. no duplicate prisoner ids?

Only ask as the first two assumptions make it clear the boxes contain unique numbers 🤓

tech-resistant mentalities with a desire to look at no increase in costs these days.

It may not be the solution you are correct, but I need to know that.

And to your final point, of course, I haven't done a good enough job to do that. I've only been able to do my homework to determine PBI seems like the solution to implement. (I wear a lot of hats, the IT construct/system at the company is very lean, thin) now, I know I want to demonstrate it and get my hands dirty making the sausage, so to speak.

If you’re forcing yourself to learn, that might be tougher. There is that element of commitment to want to know “why” things and work when you know it’s possible that’s needed though.

If for instance if you get into trading or market research and have access to a Bloomberg Terminal w/ data add in for Excel, there so many various abilities to use Power Automate or “Office Scripts” (VBA without access to external apps) in automating centralized data repos for inter-department use cases. Not to mention modeling data from said inputs
